A CNN map on Oct 8th moved North Carolina and Missouri from leaning Republican to tossup Compared to the NY times map on Oct. 4.
The Oct 21 results at Electoral-vote.com moved Colorado, Virginia and New Hampshire from tossup to leaning democratic, W. Virginia, Indiana, Montana and N. Dakota from leaning republican to tossups and Georgia from solid Republican just leaning Republican comared to the Oct 8, CNN results.

At the end of October Obama had 286 electoral votes in states that were strong or leaning democratic in the polls. 270 electoral votes are required to win.
So, McCain started campaigning in Pennsylvanian for it's 21 electoral votes in the last few weeks. Obama still only had to get one of the swing states to win, so if the polls were right it was over then.
