There is an auxiliary panel behind the ladder in the hallway.
The main shutoff is on the south corner of the back porch.

To open you have to :

1. Lift the hook at the bottom
2. Push the latch in
3. Pull the front cover down
4. Swing open
   
   If the hinges are rusted and it won't pull down you may have to get a screwdriver and hammer up on the hinges.
