Description
A protocol to allow modem-to-phone reliable delivery. A separate
radio link protocol is used from the base station to the mobile
station to improve radio link error rates. It is used by CDMA cellular
mobile stations and base stations to provide modem emulation over the
CDMA digital cellular telephone system.

Notes
TIA/EIA/IS-99 is a TIA interim standard, their old phone number is
202-457-4912. Its in the process of being implemented by cellular
carriers and equipment manufacturers.
An alternative, but not quite appealing approach is the TDMA cellular
modem emulation protocol, described in IS-130, IS-135. It uses a link
layer protocol called RLP (radio link protocol).
